Strange as it may seem, some people actually go to LV to just have a good time and stay in a luxury hotel with all the amenities. They don't want to have to work for a living while on vacation, or be worried they may lose $200 (which they can't afford to do) on the nickel machines.
The difference between 9/7 and 10/7 DB comes down to where you are staying, and if you are prepared to work for your vacation or just have a good time and lessen your loses. And who knows, people have been known to win big on 9/7 DB. Some people don't care if they stay in a dump,it's just a room to them, others do. Some will whine about it after the fact, but will return to the dump because it's cheap.
With high cash back and the amenities to go with it, the LVH is a perfect example of a luxury hotel with 9/7 DB, plus they do have other full pay VP games if you don't like DB.
It's all a matter of personal choice, what you can afford, and the amount of your bankroll you are willing to risk. A person who plays 9/7 DB with perfect play should not be condemed by the unknowing. You have no idea what else they may be getting for that play.

If you play 10/7 DB instead of 9/7 DB you will
have 5 more coins x the number of full houses you hit; this is the
difference, which may still result in a negative overall total; but
why wouldn't you play the 10/7?
