You forgot the lottery with it's return of 51.9%
Out of the remaining 48.1, only 34.9% ever ends up in the schools, of which
much of that ends up as administrative expenses once allocated to the schools.
Great example for the phrase "trickle down". So the schools get sc-----
again?
