Went to Chicago Brewing yesterday, to the second level to watch a game
and have dinner. There were people smoking. On the way out I asked if
this was permitted. He said, yes, but they were planning to install a
glass wall and eliminate the food upstairs. But for now I guess its
still OK to smoke up there. Are there other places where smoking +
food is still permitted?

It's not OK. Sounds like they were just allowing it anyway and risking the fines until they get legal. Companies specializing in doing conversions that separate the food from the smoke are advertising on the radio now.

able to smoke pretty much everywhere that I used to, including the
mall halls and many restaurants. If someone tells me it is illegal, I
let them know to call the Health Department and have me arrested. As
of yet, I have not been asked to stop, I have just been told it was
illegal.The one time that a cop was called, he actually told me that he can't
waste his time on the smoking law, and he doesn't have much power to
write tickets. I don't know if this will hold up forever, but for
now, I stick with what the private property owner says. If they say
stop, I stop. If they just mention that it is illegal, it isn't a
request to stop, so I proceed.Let private property triumph over public madness.
