Yes. It was under the theory that since kids must be allowed to pass
through casinos (due to design) Nevada cannot allow slots with themes that
appeal to them. It appears that the Control Board has stopped this practice
(unofficially) since they have permitted Garfield and other slots with kid
appeal in the past year or so.
