IMHO, it is imperative to have people swipe the day/night of the drawing.
Before, when this was not done, so many "dead" numbers were called with people
not in attendance. To me, this is the main reason they want people to swipe
that last day to "activate" only those entries. In those early days, it seemed
like it took forever to finally get the winners.
