I am very uncomfortable following the lead of the IRS on ANYTHING! LOL.
While I understand the basic sentiment, I think we ALL are occ. forced to follow their lead.
My point here, of course, was that the employer (and indirectly, the fed. govt.) considers tips to be the primary source of income for some kinds of jobs (let's mostly consider cocktail servers in casinos as our current example), and so the employer is allowed by law to pay less than minimum wage, and that the IRS sometimes ASSUMES a certain level of income from tips for certain jobs (which I think is outrageous, because what if they don't actually get those tips, but of course there's a flip side to the situation, and that's another subject anyway).
If the employer and IRS are assuming tips are the primary source of income, a patron's "belief" that the employer OUGHT to be paying a bigger salary so that they don't have to tip doesn't "hold water".
IF the employee was in fact paid a higher salary with the intent that tips were not expected from patrons, then OK, perhaps, to tip less or not at all, and we can then expect to pay for the service in some other way, e.g., a higher price for the product or service involved. Either way, whether we are expected to pay the employee via tips, or via higher prices for the product or service, we should realize that we may be asked to pay somehow for some things -- and we should not expect the casino to give us EVERYTHING for free just because we are risking our money.
If enough people did not tip, the employers WOULD have to pay more to get people to work in some jobs, such as cocktail servers, and we might find that the free cocktail is then one we must pay for, perhaps charging to our room like our meals, and added to the amount that may or may not get comped later on, based on our action and the casino's comp policies.
By the same reasoning, those who bring me my jackpot cash are likely NOT counting on tips for their primary income, are likely getting minimum wage, and therefore, while I tip, I agree that tips for such persons are more discretionary.
