Certainly, if that's a given casino's policy, I would expect the employees to follow it - and of course, I wouldn't know if that's the reason I'm being paid as I am, one way or the other. Usually when I'm paid, there's at least the money-carrier and a security guard of some kind, and often a supervisor as well, so I have to assume that when I get (or do not get) small bills included in my payout, that it's consistent with that casino's policy and practice.
Of course, as we all know, (1) policies often change, change back, and change again at the whim of someone who has no clue what customers would prefer, and (2) hosts are not always kept in the loop as to the latest practice and instructions to the employees.
Since some of us (well, at least I) disagree with the "tip-fishing" implication, while others prefer not to receive the small bills, I can see how a casino could come up with a policy that would go either way. I guess what we need to learn, as individuals, is when they take down the machine info, SS#, etc., and go off to get the money, we should probably tell them "all large bills, please", or "could I have change for $100 in my payout" -- and then we can reward (or punish) their responsiveness to our request. No reason why the player can't share the responsibility for determining how we're paid.

Sorry to disagree with you on this one, but I work with an independent host, and
when I mentioned this to her, she had a conniption. Attendants were instructed,
or at least at that time they were, to pay in large bills, so as not to give the
impression they were tip-fishing. If a customer needs smaller bills because they
want to tip, or just prefer the payout that way they can ask for change of a
large. If they don't at least ask before stuffing my pockets with small bills,
they get nothing.________________________________
Incidentally, on the issue of being paid a jackpot in several large bills plus a
few $20's, $10's, and $5's, I don't mind that -- if they give me all $100's, I
figure they're asking for $100, and they get nothing -- if they give me small
bills, I have the option to give them whatever I wish, from nothing on up (I do
tip these people, but it's what many would consider a small amount, but on the
other hand, some seem to consider any tip to these personnel to be too much, so
maybe I'm somewhere in the middle).
