I'm guessing that the drivers were pulled over late at night, or in the wee
hours of the morning, which also would skew the results. Does anyone know the
time period during which the "test" took place?

Which means about 30% were drunk under any limit and almost 65% I REPEAT
65% were drunk under the national standard and now Nevada standard. Drive
in Las Vegas at your own risk. If I was a tourist I would be waiting with
bated breath for the new monorail to open.
