Under Nevada Gaming Commission rules, sportsbooks cannot take bets on
any events which are decided by voting, such as - elections; American
Idol; Nobel Prize; Academy Awards, etc.
Offshore sportsbooks take bets on anything, and at least one of them
books "Who will win the Nobel Prize?", many of them book American
Idol, all of them (maybe only 99%) at some point book the Academy
Awards and the American Presidential election.
