If you're a high roller, have dinner at
Picasso. After dinner they will invite to
have drinks/coffee on their private
balcony overlooking the Bellagio lake.
In comparing the $100+ pp dining experiences my wife and I have
enjoyed at Picasso and the Eiffel Tower restaurant, I strongly
recommend that you seek out Eiffel Tower for your fountain viewing.
We found that meal to be exceptionally better by leaps and bounds.
You may not have the benefit of the music, but the view during your
meal is incomparable. $20 discretely palmed to the gate keeper at the
base of the elevator an hour or so before your seating (I don't really
know what to call this guy) along with a comment that you'd really
enjoy a table opposite the fountains, will secure strong odds of a
"two top" along side the expansive restaurant windows.
A more modest option in any case is Olives at Bellagio. I suspect
that if you're able to arrange a lakeside table in advance during the
off-summer season that dinner would be exquisite. (I suppose it might
not be too bad in the summer, as well, provided you can get them to
seat you in shorts and a tank top).
