XVP: Federal Regulators gave up on writing rules for UIGEA

I've been reading I. Nelson Rose's columns since the early nineties.
He is probably the world's number one authority on gambling and the
law.

And according to Rose federal regulators gave up on writing the rules
for banks to follow in enforcing UIGEA. The regulators simply could
not define what would be illegal transactions. And, as Rose explains
it, if federal regulators can't define what an illegal transaction
would be, how could a bank employee?. Not only do banks not have to
worry about money sent to American residents, they don't have to check
on where American residents send their money.
