It is absolutely correct that with using NAT a home,
college, or business user going through some sort of
proxy may have the same IP address going through
different ports. A firewall or router could be
involved somewhere along the line to facilitate this,
as well.
Also, if the two people are using the same ISP - but
at different times - it is possible that since they
use the same pool of IP addresses from the ISP they
could get the same number.
