After doing significant play on those machines (at least $10k coin-in), I've gone to the host office to ask for a comp to the buffet. When the host looks up my account and says I don't have any comps, I ask, "how is it possible that I did all that coin in and I don't have any comps?" They then write out the comp.
   
  Seriously, since they post their comp policy ($9 coin in per point in VP) and they don't ever post anywhere that those machines are ineligible, at some point, they need to be brought either to gaming -- or the State Attorney General (for deceptive business practices/advertising).

I play these and are able to get comps.

When we stayed there a few weeks ago we had somewhere around $400
knocked off our bill at checkout, and got a pair of comped buffets
with line pass -- they would have sent us to the cafe, but the wife
really wanted to fill up at the buffet. I'm guessing we had about
$125K coin-in over a 6 day stay. Almost all of that was on the full
pay machines, although we spent some time on some of the other 9/6
Jacks machines.

The Red card boothlings, except for the managers, aren't especially
helpful there. I always have a chat with a host before checking out,
who are always polite enough not to show how unimpressed they are with
low roller VP players who know where the decent games are.

I think this is the key and you probably don't have to spend a lot of time on the 9/6. Mix it up a little.

discretionary comps, but it's always worth a try to get a free dinner
buffet without having to redeem points. Let me ask you: when you get a
buffet comp, do you have to use it the same day?

The first time I did this, I went to a host after being turned down by the booth. The next time I played, I went directly to a host, and I used the comp the same day. Because it's so time consuming for me to go to the strip (as a local), I never asked how long the comp was good for -- so I can't answer your question. One thing, I haven't played there for a couple of months and things may have changed.
