You're paying full price for the gift card. You may as well take the cash, which you can spend anywhere.
Presumably the Winners Circle buys them at a healthy discount. Unlike the Vegas casinos, which pass this discount on to their customers, OLGC wants to keep it for themselves, effectively lowering their cashback redemptions, and increasing their profits as a result.
I wouldn't recommend to anyone that we encourage them in this line of thinking. Until such time as they offer a premium for gift redemptions, stay with the cash.
Gift cards offer the buyer only liabilities (ie - you can lose them), and no benefits over cash.
