A story from a flyer called "Tax Hotline"
Robert Whitlatch devised a system for winning video lottery jackpots.
It required playing the same machine for many hours, so he hired Paul
Kovatch to play a machine for him and gave Kovatch all the funds to
be wagered. When Kovatch hit a jackpot, Whitelatch claimed it - but
both the casino and IRS said it was payable to Kovatch, the actual
player. The IRS then tried to take the entire jackpot to settle
Kovatch's back tax debts. 'Court'..Neither the state gaming law nor
the casino's published rules barred one person from playing for
another. So the winnings are Whitlatch's - who also collects interest
from the IRS for his delay in collecting them.

There are times when "THE GOOD GUYS" win. In about 9 months Whitlatch
hit about $500,000 on Keno machines. He hit a total of 5 jackpots by
catching 9 out of 9. At about a 1.2 million to 1 shot (just a guess
folks), that's a feat that may be better than chance. The machines
Bob hit were shut down for a couple months and were later brought up
with different programs installed.
Bob has never revealed his system or if he actually had one. At
least, not to me.
