I hate to be so blunt but this is incorrect and your host is wrong.
If it says FREE it is free. An example is code 96PrevA1 from the
Preview Magazine/Flyer they send. This is a very confusing situation
since some casinos use complimentary and free interchangeably. I've
never seen a FREE offer from the Silver Legacy. Perhaps someone can
tell us whether they have free room offers.

This is the age-old discussion of reserving a room thru your host
based on your slot card level versus calling the hotel directly to
take them up on a marketing offer. I'm convinced that Pepps and
Silver Legacy are similar in regard to marketing offers. They both
send out many mailers for special events (concerts, sports, slot
tournaments) that include a complimentary room for the specific dates
of the event and the day before/day after. If there is fine print on
the mailer that says the room comes off your comp account, there you
go. If not, I'd be surprised if it comes off your comp account and no
one calls b.s. on the deceptive advertising. You are dealing with the
Hotel directly here, not thru your agent-Host. They don't access your
comp account unless you approve it. Maybe I'm wrong.
A host who makes you a reso and doesn't tell you it is all coming off
your comp account isn't being deceptive if you don't ask how it works.
At Silver, they are upfront that at each slot level, so many days of a
trip are absolutely free room and the remaining days you get charged
Casino rate and you can pay for it from your comp account if you have
enough in there. It's easy to check your comp balance via the kiosks
at Silver.
They are not nearly so upfront at Peppermill, but I have never asked.
I have fallen into 'Don't ask, don't tell' there. My host DID tell me
once that my comp account was 'in the red', but she said 'Don't worry
about it- it happens a LOT'. I have a feeling all my room charges,
food too, come off my comp balance, but because I don't have access to
this account balance, I've taken her advice and I don't worry about it.
I know this isn't good data for y'all trying to demystify the free
room voodoo. I think the host resos are great because it suits my
schedule and I never attend slot tourneys nor concert events. I think
there are plenty of players who prefer to go with the marketing
mailers so they don't have to suck up to a host or jump thru the high
and increasing coin-in hoops.
Rather than rely on the hodge-podge of our collective imaginations,
isn't this something you can righteously sit down with a front desk
person or a host and have it spelled out for you? If I wanted to know
the rules, I don't think hotel employees would deceive you when you
ask specific questions - quite the opposite is my experience: they
will tell you the truth if you ask the right question.
So there's my 2c.
