This info may be dated, we have not been in Vegas since the law suit over double up but here goes. There is one bank of .25 9/6 JOB @ the nugget (Northern most entrance across from the linked monopoly video slots). Freemont, MSS and the Cal all have 9/6 JOB in .25-2.00 that double. There are 3 Joker Pokers (.25 .50 and 1.00) at the Golden Gate.
Jenn and I play double up exclusively and spend 95% of our time downtown. I do not remember the pay tables on the J P machines.

Many times you can ask a floor person to turn the double down feature on for you. I have seen this in a number of casinos including the Wynn.

I thought the op was asking about the *game* of Double Down Video Poker rather than about the doubling feature that many video poker machines have. I haven't seen that double down game for a long time, last time I saw it was at Palace Station but it was gone the next time I was there. I liked it a lot too.
