What's with taxes on comps in NV?

Normally gratuities are never included in any comp, and should be paid at
the normal levels (generally 15% for good, 20% for excellent, and 10% for

than normal - service).

But for taxes, I'm scratching my head!

Let's go down to Laughlin for some head scratching:

If I do the Golden Nugget snack bar my comp account does not get hit for tax
out of my comp account.

Walk next door to the Pioneer and do the buffet the sales tax comes out of
the banked comp account. Go buy a ration of rum in the Pioneer Booze and Butts
store and I get hit for full tax.

Go for a long walk to the Harrahs Gift shop and buy the same jug of rum and
the tax disappears from my hit to the Reward Credits account.

Who else wants to scratch?
