Of that list I think Harrahs is definitely the superior one. They have
very good desert area, plus the usual prime rib, chicken, chinese, salad,
and other areas. Look for especially good boston clam chowder and delicious
brownies (try topping the brownies with ice cream!).
Flamingo's buffet is the next best, with Imperial Palace's coming in
third. Harrah's and Flamingo also have much better decor. If you go to
Flamingo, try to get a view outside of the flamingos and ducks.
Of all Harrah's properties, tops is the Rio Carnival Buffet. I think
Paris is way over-rated, with not so good deserts and poor salad area (and long
lines).
If you are Diamond or 7* be sure to use the special entrances at any of
these buffets to avoid the lines.
