were still there.

The confusion is probably mine in causing.
This did not take place in the US. All winnings are
tax free for everyone where I play, so most machines
never lock up, no matter what you win. Therefore the
big win was just added to whatever credit the guy had,
he pushed the cash out button and the whole amount was
paid by the attendant (this casino doesn't have TITO).
Also, this particular machine did not make any noise
at all, which is probably why the attendant forgot to
reset it in the first place (usually they can't kill
the noise fast enough). The screen just flashed
"jackpot", which it still did when the "fake winner"
tried to collect the same jackpot for the exact same
amount.
