Well, yes....until said other locals place decides to change the rules after
the player has played. The Orleans did that. Station did that. Both
changed their tier requirements and if you played just before the change that play
was counted under the NEW requirements asnd if you had played enough for a
certain PUBLISHED tier it did not matter. Because 'management reserves all
rights' - and player is SOL.
