the casino management at Westin appear to be.

A couple of years ago they had a promo where they were giving three
times points. They seemed surprised that the $2 NSUD and $2 2-pair
Joker Wild were being played around the clock with 1.5% cashback and
1.5% comps. One Joker Wild machine hit three royals in a 24 hour
period. The management instinctively placed the machine out of service.
Most of us thought they had discovered that a 99.92% game with such a
generous promotion was too generous. Turns out they had called IGT to
run a test on the RNG because they thought the machine must be
malfunctioning to give three royals in such a short period of time.
Once the machine successful passed the test it was placed back in
service for the remainder of the promotion. A week after the promo was
over and the advantage players had left, they reduced the paytables on
these borderline playable games thus ensuring their morgue-like
ambiance could continue.

Last month Tuscany across the street had a car giveaway with like a six
week qualifying period. Two weeks into the Tuscany promo the
management at Westin decide to compete with the promo by having a Free
Play giveaway at the exact same time as the car giveaway across the
street. Each giveaway required that you had to be present. Well
unfortunately two weeks into the Tuscany promo customers had already
earned tickets for the car giveaway so they were already partially
committed. Had they had the giveaway ANY OTHER TIME it might have
actually attracted some customers.
