I think that Alliance makes the Sierra Design Group 8/5 VLTs in Washington State. IGT is also in the VLT business through Sodak, a subsidiary.
I believe that tribes can only have VLTs if there's a state lottery and non-tribal only if state law expressly allows them. The Nevada Constitution prohibits lotteries. (Constitutions can be ammended, but I don't think it will happen in Nevada.)
Several other companies manufacture VLTs both here and in Europe. (I'd have to check my files for the names.)
