I believe that everything here is correct. However, I do not believe that it
is limited to Game Kings. I understand that all "newer" (four years old or
less) IGT machines use this method--draw cards determined when you hit the draw
button. As you say, it absolutely doesn't matter in any practical or
mathematical sense. The older dealing method just let people whine more about
might-have-beens. Maybe THAT is why IGT changed it?

This would make sense to decrease the possibility of cheating. I do know
that no US jurisdiction requires cards to be dealt in a particular way.
