I have had this verified by two different people who have programmed games
on IGT Game Kings. Older IGT machines and machines by other manufacturers
may use a different paradigm (deal 10 cards or 5 in front and 5 behind).
I have been told, but cannot verify, that at least one jurisdiction outside
the US requires draw cards to be determined after discards are selected.
This would make sense to decrease the possibility of cheating. I do know
that no US jurisdiction requires cards to be dealt in a particular way.
And, of course, mathematically there is no difference between the various
methods.

How do you know this? Are the game kings the only ones to do this? I
thought the first 10 cards were determined after the initial deal button has
been hit.
