Carnival Cruise lines (Registry-Panama) issues W2G's on wins over $1199 just
like land based casinos. Apparently this is a policy change since 9/11. They
gave me some story about the Patriot Act, terrorist money laundering and
national security. This never made any sense to me. I highly doubt a terrorist is
going to be gambling on a carnival cruise, win a jackpot and give his or her
real ID.

It surprises me that a ship not registered in the USA is acting as an agent for the USA. If I as a Canadian won a jackpot, I would not want to be paying a withholding tax to the IRS.

I don't imagine the ship would withhold tax - but it sure looks like the U.S. is putting "pressure," if not actually a "law," on the cruise line to issue W2Gs. Makes sense though that this has come about since 9/11. Our world changed that day in many more ways than we can even understand.
