W2Gs on Cruise Ships

Someone wrote this to me:

<<There was a situation I was confronted with 3 yrs ago. I was on a cruise
and hit a jackpot for around $1400. They told me a W-2G had to be filled out,
even though I was beyond the 3 mile limit and the ship was registered in
another country. That seemed strange to me. When I returned home, I called
the cruise lines and was told because I was an American citizen, the company
had to follow our laws.>>

This doesn't make sense - but what does about taxes. Has anyone ever been
issued a W2G on a ship registered in a foreign country?

One and only cruise I've ever been on, I hit a progressive jackpot
for just under $1,400. They handed me the money and that was it! No
W2G here. This was in Dec '98. Cruise line could have changed there
policy?

It’s far more likely the cruise line rolled over for the I.R.S.

It really shouldn't make any difference. Any win is taxeable, whether you receive a W2-G or not.

Only if you are a strictly honest taxpayer who reports thigs that
can't be documented in the case of an audit.

Paul

IMHO, 99.99% of players who win, and are paid in cash and DO NOT receive a
W2G, do not report those wins to IRS.

When 99.99% of the American gambling public does not comply with the
law, you would think Congress or the IRS would take a look at
changing the rules. 99.99% of people gamble for fun and
entertainment and a sizable chunk of every dollar gambled goes to
local taxes in most places. Many people probably think they do not
owe tax when they have a net loss for the year, but those who don't
itemize may owe quite a bit. How many gamblers want to keep a
detailed gambling diary? My apologies to Jean Scott, but 99% of the
gambling public is not going to keep a diary.

Sorry about the rant, but the tax rules on gambling are unjust and
the lack of clear rules about what constitutes a session is a
disgrace to the American taxpayer.

There may be many that are dishonest in this manner, but I am sure that many take their responsibilties of properly paying all taxes due seriously. Of course they also take any legitimate deductions against them as well (losses).

I agree. Furthermore, when was the last time the w2G limit was increased? Its been $1,200 for at least 10 years. Also, the fact that if you dont itemize, you cant even deduct losses is more ridiculous and unfair.
