There is an IRS form that casino should have on hand that player
signs. The form indicates that player doesn't have SS card but player
states and signs that the number given is his or her SS#. I don't
know the form number. It's such a simple solution I am surprised
casinos give us a problem with this. But some still do. When Wheeling
Dog track first started they sometime would give one trouble over no
SS card. They don't anymore. When my health insurance was one of the
Blues I had proof of SS#. Now I'm with different insurance. I still
carry with me an old expired Blue card. I show it and no one asks for
SS card.

A few years ago wife hit for 2500$ at an Indian casino in
Farmington New
Mexico. She did not have her government issued social security
card . She did
have drivers license and her passport with the social security
number on it.
They would not take any social security info without the official
card. They
would not take my social security card which I did have with me.
After about
an hours wait they gave her a W2G but only paid her 60% of the win
value ,
