On the Double Bonus 10/7 advanced strategy it has this:
2.2526 ACE, offsuit 10 pen
Everyplace else a Ten is denoted by a "T" so what does the "10" mean?

Probably means "T" also.
I don't see "10" used in VPSM version 2.03k, which is
probably a later version than you're looking at.
