to just switch from VP to low limit live poker and make a living?

I think so.

I believe the skills required to be a high level poker player are
much more difficult to master than VP skills. The skills to come out
ahead at low limit Hold Em are not that difficult, but I believe the
level of skill needed to win rises rapidly with the size of the bets.
The skill level of the players normally increases as the betting
limits increase with high stakes no limit as the top of the food
chain.

I've found that there are plenty of poor players at ALL limits.

Live poker isn't as cut and dried as VP, but all of the necessary
poker skills can be learned by anyone of average intelligence.
The making or breaking factors are discipline and temperament.

Can you estimate what betting level a person must be
successful at to make a good living. For the sake of an example
lets say $30 an hour is a decent living.

rockofjello333's estimates are reasonable for bricks and mortar
casinos, but online play has greatly expanded the possibilities.
There's no travelling or tipping, you usually play a lot more hands
per hour, and it's pretty easy to play four or more games
simultaneously.

Tournaments are another facet of live poker that offer large profit
potential.
