I don't understand why this would be the case.

    First of all, even the relatively few "expert" players will make an
occasionally mistake and thus push the odds slightly in favor of the House.
Who hasn't slipped occasionally and fumbled a flush or full house?
   The overwhelming majority of players are not expert and many of them
drink and are distracted while playing and thus push the House edge way, WAY
up.
In addition, the majority of most vp players are playing while on vacation
and really do not expect to win. Their attitude is, "Gee that $100 lasted
a whole hour!" So the higher pay tables only allow more play time- not a
profit edge- for most people. Having full pay tables draws more players
because they get to play a little longer- thus enhancing House revenues over all.

    Personally, I think they are a pretty good investment for the House.

   As an aside, my wife and I used to get a lot of comp rooms at the
Tropicana in LV and I used to wonder why I consistently lost at the quarter VP
machines in spite of the great RF progressives (which I never won). Only
later did I become sophisticated enough to read the pay tables and realize
they were HORRIBLE. I have not played vp at the Trop since.
