B. "comps that are sold" is common for Las Vegas locals &others who
are close to a gaming destination &accumulate an excess of comps that
they cannot use. Examples are: 1. The owner of the comps sells them at
a discount to a couple who doesn't gamble. The couple goes to a
high-class restaurant &at the end of the meal the owner signs for the
meal &the couple reimburses at a rate of 50%. 2. Show tickets are
obtained by the comp owner &sold to whoever, sometimes at a steep
premium, for instance, Madonna tickets went for 10X face. Casinos have
discouraged this practice since it hurts their "breakage" rate -- that
is, the % of comps they estimate will never be collected.
