Anyway, I need a list of states that have non-random non-RNG
centrally-determined VP.

It's called RESEARCH.

Darn, I lost another bet. It took you too long to react. But maybe you have an excuse, like a job or something, that keeps you from sarcastically criticizing people 24 hours a day. So I forgive you for your tardiness. And thanx for suggesting that Web site.

I may have not been clear in my post. I have many friends in the machine manufacturing industry who give me a lot of information; however the situation is very fluid and looking at state regulations leaves one considering many interpretations. I am looking for personal experiences from those who have played in other states, particularly in Indian casinos. (Please don't start up the name thread again - I have already made my decision on what words to use!) I am concerned about machines that look just like the regulated random VP machines in NV - but are very different.

Another problem is the word "random." Sometimes it is used when describing regular slot machine everywhere and perhaps some VP machines in other jurisdictions that NV. Although what you get is not specifically fixed - in other words, the machine doesn't say that on hand #2456 you will get a quad - the results are WEIGHTED RANDOMNESS. For example, the machine could be programmed with overall fewer quads than the math would dictate.

Since I never purport to know it all, I will appreciate any help anyone can post so we can all be better informed in the long run.

I may have not been clear in my post. I have many friends in the

machine manufacturing industry who give me a lot of information;
however the situation is very fluid and looking at state regulations
leaves one considering many interpretations. I am looking for
personal experiences from those who have played in other states,
particularly in Indian casinos. (Please don't start up the name thread
again - I have already made my decision on what words to use!) I am
concerned about machines that look just like the regulated random VP
machines in NV - but are very different.

Another problem is the word "random." Sometimes it is used when

describing regular slot machine everywhere and perhaps some VP
machines in other jurisdictions that NV. Although what you get is not
specifically fixed - in other words, the machine doesn't say that on
hand #2456 you will get a quad - the results are WEIGHTED RANDOMNESS.
For example, the machine could be programmed with overall fewer
quads than the math would dictate.

Since we're talking about vp not slots that should be strictly
illegal, even in non-NV jurisdictions. The gaming boards of many
states rely on the same independent testing labs to certify machines.
The primary charter of these labs is to verify that the RNG really is
"random".

Without trying to sound too Clintonesque one has to ask what is
"random"? Unfortunately in most cases that really means pseudo-random.
Practically speaking the "period" of such software based random number
generation is quite large but is not guaranteed to be truly random
forever without intervention. In contrast hardware based RNG is deemed
very reliable and does not have the flaws of software based RNG. For a
good example see: http://www.protego.se/sg100_en.htm
Some chipset vendors such as VIA are also making RNG available as a
feature of the chipset.

What this all means is that there is superior random number generation
available to vp manufacturers, but unless jurisdictions insist on the
best possible RNG it isn't going to happen. The better RNG would add
some manufacturing cost so game vendors aren't going to initiate this
of their own accord. The gaming boards and testing labs would be
greatly in favor of this as the hardware based RNG would now be
produced by a 3rd party that does not have a vested interest in
tricking them to enhance sales.

In general all gaming jurisdictions need to get more precise in their
definition of "random". In their vp gaming regulations if they intend
to mean "pseudo-random" when they say "random" then they should be
crystal clear about this. I'd like to see them insist on hardware
based RNG, but realistically I don't see that happening anytime soon.

As far as RNG in machines on Indian casinos I like to avoid the whole
subject by just not playing there and recommend that others do
likewise if they're uncomfortable with the lack of honest gaming
assurances by regulatory bodies. Newer generations of vp machines are
likely to be reasonably tamper proof so for any non-VLT vp you'll
probably get the same pseudo-random RNG that would be found in other
jurisdictions including NV.

There was a very good report about vp manufacturing, gaming
boards/labs, and jurisdictional issues that came out some years ago.
Another report of its type needs to be generated to convey the current
state of affairs in vp manufacturing and deployment as many members of
the vp playing public have questions arising from uneasiness on this
subject.

Since I never purport to know it all, I will appreciate any help

anyone can post so we can all be better informed in the long run.
