Let's say that I am standing behind a bank of ten DB progressive
machines. The jackpot is at $1700 for these $.25 machines all
against the wall. I have been waiting five minutes, standing alone
waiting for someone to leave, when suddenly someone gets up and
leaves, and before I get to their seat, somebody else comes from
nowhere to take the seat. What should I do? What should the other
person have done?

If you were standing directly behind the person who left and someone jumped
in front of you when you stepped up, I'd say they were pretty danged rude
and definitely in the wrong. But if you were just in the area, I don't know
you can lay claim to a machine 10 feet away that frees up just because it's
part of the same progressive bank. Also, the way you phrase it--"comes from
nowhere"--implies (to me, anyway) there is at least a possibility the other
person was waiting in the area longer than you were, but you just didn't
realize it.
In any event, the casino's rules are all that matter and I'm pretty certain
they would say, "first to sit down at the machine, it's theirs" even if
someone leapt into the chair a millisecond before you could. Annoying, yes,
but there's little you can do about it the casino would back you up on.
The closest I ever saw two people square off over a machine was at the
Ameristar in St. Louis a few years ago. And it was--I'm not making this
up--a couple of blue-haired elderly ladies. That was an ugly thing to see
and I'll never forget how embarrassed I was for both of them.
If my favorite casino only had a few of my favorite machines, I'd definitely
schedule my visits for Saturday or Sunday mornings. It's generally a LOT
less crowded. There's also less cigarette smoke and the casino staff seem
to be in a better mood that time of day (maybe because they just started
their shift?)

Well had this happened to me I would have been stunned and amazed.
I've never seen someone come out of "nowhere" before. They probably
had super-human powers so you don't want to mess with anyone like
that.
Sorry, couldn't help the tonge-in-cheek response. I think situations
like that can be likened to a crowded parking lot. It's not how long
you've been driving around, it's who is in the best position when
something opens up. Darwinian selection may also be a factor as the
young and quick have the upper hand. Not much you can do but keep
scouting the credits on the machines for the victim of a depleted
bankroll. -JFR
