OK, that must be different. The ones I've seen in Atlantic City are timed, and it's how many hand's you can play in the time limit. Ive still never won one, though.

At a video poker seminar in Atlantic City a few year's ago, Bob Dancer
said the most important thing in a tournament is speed.
This is only true for tournaments that either have unlimited credits, or
that have a high credit limit and you are unlikely to be able to use up all
the credits before time runs out.
Most tournaments that I've seen give you both a credit limit and a time
limit, and often a rate of as low as 600 hands/hour can use up the credits.
In this case, speed is not of the essence. You still want to use up all the
credits, but don't play faster than you are comfortable with if you don't
need to. You can figure out the rate of play that's needed before the
tournament starts by looking at what the machines are set to.
