I play in a lot of Flamingo video poker tournaments. They use 9/6 Double
Bonus as the tournament game. If you hit a royal you are supposed to
notify an attendant immediately and they give you a $100 bonus and
subtract 3000 points from your score to make "a more level playing
field". I don't know if you could get away with not notifying them and
claiming you hit quad aces five times before they noticed. 
I'm not a big fan of Double Double Bonus but it has been my experience
that it makes for a good video poker tournament game as there are so many
high paying hands that allow for the possibility of a high score and does
not guarantee that one royal will decide the winner.
