My experience at IGT based on two visits through a 'friend' I sat with on a long plane ride back from Australia are for the most part non-discloseable. However, people are correct when they say ALL machines that leave Nv. from there do leave 100% random. Naturally, Nv. or IGT cannot be held responsible for the machine once it is put into play in ANY casino. There are no chip-replacements. Programs can be re-written, and I've been told recently that the newest machines (and not necessarily IGT or IGT only) can be remotely maintained/controlled via fibre optics--much like your home telephone when you want a change of service. (No one knocks on your door any more for access to the little box). In short, new vp machines are the latest models of microprocessor-controlled computers. Program alteration is not a challenge for qualified people.
