In your case travel to Arizona would be permitted by all rental car
companies. I believe all or, at least most, rental car companies
will allow you to travel to adjoining states, but prohibit travel
beyond. Recent examples - the rental contract for a car picked up in
Utah permitted travel to Wyoming, but prohibited travel to Montana.
Another example was a rental in Portland, Oregon prohibited travel to
British Columbia whereas a rental from the same company in Seattle

Remember an old post where someone got dinged for driving to Bullhead & was
tracked on satellite. Thinking it was Enterprise.
In any case, it's best to ask & have contract specifically note that travel
to other states is included.
