On Casino Diary last night, it said cocktail waitresses pay the
casino fifty cents for every beverage that they get from the service
bar.
Is this true?

I believe it is a tax issue. The IRS wants to collect its due and assumes that the average tip is about 50 cents per drink. The bar records how many drinks they pick up and then figures out what the cocktail server should earn it tips. I am pretty sure they dont pay for the drinks. This would also explain why if you tip good you will get served often.

It's called tip compliance. It has nothing to do with tipping the
bartenders.
In Nevada, the IRS has set up a system where they negotiate a method for
reporting tips at each establishment that subscribes to this "alternate"
system of reporting tips. Basically, depending on the casino, the waitresses
pay per drink served or per hour worked. The amount differs based on casino
and shift. When the waitress agrees to this method the IRS agrees to not
audit their tax return based on tips reported. This method allows the
waitress to under report her actual tip income 99.99% of the time but the
IRS found their share of income actually rose compared to when pre "tip
compliance" and the waitresses were supposed to report all of their tip
income.
Tipping out the bartenders is on top of this and the bartenders are the ones
who tip out the bar backs.
It's just about the only time I know of where the IRS allows anyone to
legally under report their "earned income."

I can't really figure out what's going on with drinks in the casinos.
I've sat down at some bars and ordered a beer (complimentary of course,
and I then tip) and when the waiter brings it he asks me to intial a
receipt, but most of the time I just get the beer. I've never really
paid enough attention to notice whether, when I've had to initial a
receipt, the practice is dropped later when the bar gets swamped with
work or a different bar tender comes on. I can say that I've never
noticed a whole bunch of people at a crowded bar signing receipts, so
maybe it's just when they have a lot of time on their hands. Whatever.
I don't mind signing a receipt, but I don't know what in the word
they're doing with them. Anyway, in line with the post about cocktail
waitresses, I've _never_ been asked to sign a receipt by one of them. I
always tip them better than the bartender because they carry my beer a
lot farther, but I'd feel compelled to sweeten it even more if I knew
they were paying for them, too. But I'm not about to assume that every
casino charges their waitresses.

Tip income is ordinary income. It is true that the basic wage rate
for any tipped employee could be below the Federal minumum wage.
Last look it could be 45% of the minimum. But adding tips exceed
this easily. In the rest of the country a tipped employee is
suppossed to declare every dime in tips. The employer takes out
payroll taxes out of the sub-minimum wage gross amount, but based on
declared tips and the wage actually paid. Throw in some health
insurance and the employee could be paying the employer.
In my restaurant days the Feds first wanted enough tips declared to
get to minumum wage. Then they wanted tip income declared that
equaled 8% of the gross $ that a restaurant took in. Frankly, I do
not know the current situation, but you can bet it has not digressed.
In Vegas the Feds have simplified things. Each property has agreed
to a schedule, like Randy said. No audits, a straight-forward
withholding/gross income/payroll tax thing. It is a per hour gross
declaration, not a per drink thing. Everyones books are simplified.
The Feds don't chase cocktailers declaring $5/hr tips when making
$25/hr tips.
The Feds would rather see a steady tax rate based on say $20/hour,
rather than consume resources chasing undeclared tip income.
It is a game that, IMO, still favors the tipped employee. Hell, I
married a waiteress once.
