Yes, it's misleading, but it's legal if at least one of the machines in the bank returns 100%. Also, Gaming Control apparently allows slot club rebate and any percentage going into a progressive counter to be included in the payback figure. So beware! Figure the payback for yourself instead of relying on signs.

That's misleading and perhaps not even legal. If they aren't 100 percent
then they should not advertise them that way.
