You may be right, Tuscany might be shorting the payoffs (assuming that's what
you mean by "changes"). However, I think I should point out that casinos shut
down machines sometimes WITHOUT changing the paytables. They could be taking
readings on coin-in vs. coin-out, slowing them down or speeding them up,
checking that the card readers (or bill acceptors) are working properly, or
even adding a chip to show the card backs with a Tuscany logo! Or many other
possibilities.
