What does "Turn Base into Bonus" mean?

Since it seems that no one in this Group knows what this means,
I called Harrah's for you.
Per a Total Rewards representative, "Turn Base into Bonus" means
that you will receive two bonus points for each base point earned.
Simply put, November 26th is a multiplier day at Harrah's.
