While I agree that this should AT LEAST be labeled XVP, and does not belong on this forum, I think it's a good joke -- it was even better when I first heard it in 2002 with the Taliban and Army Special Services as the "characters", with the joke set in Afghanistan. I suspect variations of it have been around for decades, if not centuries.
