i was looking over vpfree database and i've noticed that TI has a $1
8/5 BP game that turns into FP at 10 coins. how does this work? does
the payout changes at 10 dollars? does it then become 10/7 DB? can
somebody explain this to me???

I would assume this means the RF is short pay (250 per coin) until you
play at least 10 coins (it's a 100 play machine). At that point you
start getting 800 per coin.
