I will give you my observations. But first, why didn't you share
where/what/why about this tourney? You might have generated more
responses.
First you state the terms:
200 max entries
20 minutes on 3-play games playing Jacks
Top five score money
First quiz question is this unlimited hands played? Next is how fast
are the machines?
Scoring system the same as Jacks 9/6/4000? I mean no penalty for a
royal? Some paytables for tourneys do not give you 4000 credits.
Figuring 200 contestants x 1000 individual hand results (a guess) =
200,000 hands in total. Divide by 40,000 means 5 royals, on the
average, playing somewhat normal.
You got to figure you need a royal to cash in the top five. With a
mellow Jacks schedule a couple of Quads/Kickers just will not do it
like DDB.
Play like you need a royal from the start!

Of course if you can cash well below just 5 out of 200 than this
changes things. The Pioneer in Laughlin runs free tourneys like
this. 210 contestants x500 hands = 105,000 hands. Royals were seen
for 0-5 contestants, for the three scores that cashed playing Bonus
8/5.
(Pioneer does this every T-W-Th with just $100 coin-in on the casino
floor, free entry)
