Stations (and Palms by itself) and Boyd sent offers to out of towners. I don’t know which offers are better, local or out of town… GVR and Red Rock -lumped together I think- are also sending offers that I believe are independent of other Station offers. The big advantage of being out of town is that the offer is in a single lump amount. With a local address, you are probably going to get many small offers spread over many days. This can be a big drain on time and gas and could easily offset a higher dollar amount for local’s offers.
Offers are much better if you lose a lot. This applies to all of these casinos.
Things like rooms and buffets are “cheap” comps, especially for local’s casinos. Unless you are using a room they would have sold, it costs them very little. For this reason, the assumption that out of town guests will get lesser comps because their offers include rooms is not necessarily valid.
