I WAS AT A CASINO AND CASHED OUT A TICKET FOR $565 TO MOVE TO A NEW MACHINE . THE TICKET WENT IN AND CAME OUT REPEATEDLY. I WAS TOLD THAT THE MACHINE WOULD ONLY ACCEPT A TICKET FOR $400 OR LESS. IS THIS USUAL OR NOT AND WHAT WOULD BE THE REASON?

It is possible that machine #2 had a lower maximum ticket amount (e.g. $400), and therefore was rejecting your ticket. Machine #1 may have had a $1000 limit. This is often found when a multi-denom machine has, for example $1, $2, $5 with a max of $1000 or higher and another has $0.25, $1 denoms available with a max of $400 or $500.
BTW, there's no need to shout (in all caps), we're listening ; )
