That sounds too hard to calculate properly, considering the number of hands involved.
What I for one did was, I determined a set of "baseline hands" (e.g. 4/inside straight with no high cards, or an Ace & King unsuited) and calculate the average return over every possible draw (there are 48 draws when you keep 4 cards, and 50 x 49 x 48 / 6 = 19,600 when you keep 2); the strategy is based on the hands ranked by their average return.
Note that this fudges things slightly; for example, this method treats all 3/Straight Flush, no gaps, no high cards (e.g. 4,5,6 suited; 6,7,8 suited) deals the same, even though if a fourth suited card was dealt in reality (e.g. 4,5,6,K of spades), the chances of getting a flush would be slightly less than calculated, as there are only 9 cards remaining in that suit instead of 10.
