Montana VP was at about the Fed min return, 85% and tied into school funding

I think the minimum payback by state law is 80%. But there is lots of
competition for the gamblers dollar. Most of the games offered in
Montana are in the 90% to 95% range.

There is a 15% tax on net gaming win with 2/3rds going to the
county/municipality and 1/3rd going to the state.
