Terribles 2x royals unplayable now?

Found this line in an email about the promo:

9. Any one individual may only be awarded two Royal Flush double or
bonus payouts during any 24-hour period.
10. Any games linked to a progressive are not included in the double
Royal Flush payout promotion.
11. Royal Flushes hit with a wild card are not included in double
Royal Flush payout promotion.
12. Royal Flushes hit on the Jacks of Bettor program are NOT included
in the promotion.
13. Only a bottom line Royal Flush will be paid double on multi-hand
games.

Rule #12 looks to kill the play. If 9/6 jacks not allowed then play

Doh! I'll be coming in next Tuesday and was planning to be there
Tuesday evening to triple-dip: 2X RF, cash drawings, 10X cash back
coupon. Without JOB, there are better, simpler plays around.

At least I don't have to wait in the slot club line.

Rule #12 looks to kill the play.

Or at least make it less attractive. But I'm wondering if
they have 8/5 Bonus in quarters. If so, the EV with the 2x royal is
still around 101.44%, still pretty strong. Of course the variance,
just like with JOB, is sky high. In the case of 8/5 Bonus, it's
around 83.

Ouch. I guess Tomski was right on the mark after all. 7/5 Bonus with
2x royal offers 100.3% EV. Still positive, but the variance is also
in the ozone. What puzzles me is that a casino offering lots of FPJOB
feel they have to short the pay table on Bonus Poker. Even the full
pay version only returns 99.17% with optimum play.
